## Using 了 for things you wanted to do
Or rather, the lack thereof.

If you are saying you wanted to do something, you don't need to stick a 了 after it, because le refers to the completion of an action, not necessarily past tense.

Since your saying you want to do something, even if its in the past, the action is not yet completed, so it doesn't need 了。

She wanted to use your phone to take a picture
